Dear Relevant Organizations

To deeply study and implement the guiding principles of the 20th National Congress of the Communist Party of China, and to put into effect the requirements of documents such as the Opinions on Deepening the Reform of the Modern Vocational Education System issued by the General Office of the CPC Central Committee and the General Office of the State Council, and guided by the Notice of the General Office of the Ministry of Education on Accelerating Key Tasks for Reforming the Modern Vocational Education System and the Implementation Plan for the "Robot+" Application Action, we aim to drive innovation and development in the semiconductor manufacturing industry and further advance the reform of the modern vocational education system. To this end, Beijing Soft Robot Technology Co., Ltd. (SRT), Beihang University, and Hunan Railway Professional Technology College are taking the lead, in collaboration with the Vocational Education Center of China Education Television, as well as other institutions of higher learning, research institutes, industry associations, and upstream and downstream enterprises in the semiconductor manufacturing industry, to jointly establish the "National Industry-Education Integration Community for the Semiconductor Manufacturing Industry" (hereinafter referred to as the "Community"). Together, we will create a model of deep industry-education integration featuring collaboration among government, industry, academia, and enterprises.

A semiconductor is a material whose electrical conductivity at room temperature lies between that of a conductor and an insulator. From both technological and economic perspectives, semiconductor manufacturing is of immense importance. The core components of virtually all electronic products today—such as computers, mobile phones, and digital recorders—are closely related to semiconductors. Common semiconductor materials include silicon, germanium, gallium arsenide, etc., with silicon being the most commercially influential among them.

The semiconductor industry chain specifically consists of upstream raw materials and equipment supply, midstream semiconductor product manufacturing, and downstream applications. Semiconductor materials, which are part of the upstream supply, cover a wide variety of categories and can be subdivided into front-end manufacturing materials and back-end packaging materials based on the production process. Semiconductor equipment refers to the machinery used in chip manufacturing and packaging/testing processes; in a broader sense, it also includes equipment required for producing semiconductor raw materials. Throughout the entire chip manufacturing and packaging/testing process, thousands of processing steps are involved, leading to roughly nine major categories of equipment, which can be further subdivided into hundreds of different machine types. The equipment with significant market shares mainly includes: lithography machines, etching machines, thin-film deposition equipment, ion implanters, testers, sorters, probers, and so on. The downstream application areas of the semiconductor industry include network communications, computers, consumer electronics, industrial control, automotive electronics, and more.

Beijing Soft Robot Technology Co., Ltd. (SRT) is an investment enterprise of the National Manufacturing Transformation Fund managed by the Ministry of Finance, a national high-tech enterprise, one of the third batch of national key "Little Giant" enterprises specializing in specialization, refinement, differentiation, and innovation (SRDI), and the undertaking unit for the "Open Competition" project of the National Key Research and Development Program.

Hunan Railway Professional Technology College, founded in 1951, is a public comprehensive higher vocational college with a focus on engineering disciplines, while also developing programs in liberal arts, management, economics, and other fields. In 2006, it was approved as one of the first batch of national model higher vocational colleges. In July 2015, it was selected as one of the first batch of exemplary higher vocational college construction units in Hunan Province. In 2019, it was recognized as a national high-quality higher vocational college. Also in 2019, it was selected as a construction unit for China’s high-level higher vocational colleges with distinctive characteristics.

Beihang University (BUAA), founded in 1952, has been a key national university since its establishment. It is one of the first 16 key universities in China, and also one of the first 22 universities authorized to establish graduate schools after the restoration of the academic degree system in the 1980s. Beihang was admitted to the "211 Project" in 1995, the "985 Project" in 2001, and was selected as a "Double First-Class" construction university in 2017.

Now, Beijing Soft Robot Technology Co., Ltd. (SRT), Beihang University, and Hunan Railway Professional Technology College are jointly taking the lead in establishing the proposed Community. This initiative is aimed at meeting the demand for high-quality technical and skilled talent in the semiconductor industry. It will establish a sound operational mechanism with a physical entity, create a supply-demand docking mechanism for industry and education, jointly carry out talent cultivation, coordinate technological research and development, develop high-quality teaching evaluation standards and industry talent assessment standards, professional teaching resources, practical capability projects, and teaching equipment, and build industry-education integration training bases for semiconductor manufacturing. Following preliminary preparations, the Community is planned to be officially launched in October, with an inaugural meeting and the first plenary session of its inaugural council to be convened at an appropriate time. At that meeting, the Community’s charter will be reviewed, the council structure will be confirmed, and membership credentials will be issued.
